Any industry, which discharges sewage or effluent into the environment or emits any pollutant in the air has to obtain the consent of the State Pollution Control Board in the form of a Pollution Control Board certificate.

Principal Functions of the CPCB, as spelt out in the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981, (i) to promote cleanliness of streams and wells in different areas of the States by prevention, control and abatement of water pollution
The Central Pollution Control Board (CPCB) is an autonomous agency. It plays an advisory role to the Government and State Pollution Control Boards (SPCB) in matters relating to the implementation and enforcement of the Air, Water and Environmental Acts.
A joint board consists of the following members namely: A chairman who has the knowledge, experience, and qualifications in matters relating to prevention and controlling environmental pollution. 2 members from each state government nominated by their respective state to represent the state.
